ADVERTISEMENT FOR ROOFING BIDS

ELECTRIC GENERATION PLANT and ADJACENT GARAGE

The City of Wayne will be accepting sealed bids for a partial roofing project/replacement at the Wayne Electric Generation Plant and adjacent garage located at 208 South Main Street, Wayne, Nebraska.

Bids will be received until 2:00 p.m. on Thursday, December 12, 2024.

Bids may also be emailed to or submitted in person at city offices located at 306 Pearl Street.

The following specifications should be used when submitting the bid:

1. Project shall be completed by June 1, 2025
2. Electrical Distribution building, upper ballast roof only
   1. Remove ballast and set to the side to be reinstalled after new membrane is installed
   2. Tear off and haul away all roofing membrane and insulation down to the decking
   3. Tear off and haul away wall membrane, terminations and penetrations
   4. Furnish and install a minimum of 2 layers of 2.6-inch Poly ISO to get an R-30 installed by loose laying (No EPS). Provide additional layers of tapered insulation or crickets as needed to maintain proper drainage of the roof system.
   5. Furnish and install one layer of 60 mil EPDM installed over new insulation by loose laying
   6. Furnish and install pre-finished 24ga steel shop fabricated flashings
   7. Furnish and install all wall flashings, terminations and penetrations needed for system
   8. Furnish and install new wood blocking where needed for system
   9. Furnish and install any additional miscellaneous trim, flashings and accessories as required to provide a complete weathertight roof system.
3. Electrical Distribution Garage
   1. Carefully remove all existing gutters and downspouts. Coordinate a location with the City of Wayne to store and protect removed materials during construction operations and then reinstall gutters and downspouts in coordination with the new roof system and adjust elevation of gutter as needed to match the new top of roof elevation
   2. Tear off and haul away existing roof
   3. Furnish and install 5.2" minimum Poly ISO installed by mechanically attaching to decking.
   4. Furnish and install one player of 60 mil TPO installed by mechanically attaching membrane to decking at the laps and perimeter
   5. Remove clay tile from roof parapet
   6. Furnish and install wood blocking, wall flashings, terminations and penetrations where needed for a weathertight system
   7. Furnish and install pre-finished 24ga steel shop fabricated flashings
4. Contractor to provide all necessary trim, fasteners and miscellaneous accessories as required to provide a weathertight system and achieve a 20-year manufacture warranty. Approved roofing manufactures are Elevate and Carlise only. No substitutions are allowed.
5. The City will be responsible for any electrical needs for the AC units. Roofing contractor shall exclude any costs for electrical disconnects and reconnection in their bid.
6. Site shall be left clean of debris and other construction materials upon project completion.
7. Contractor shall be responsible to repair any damage to the existing building and grounds that are caused by construction operations. This includes, but is not limited to, any ruts in existing grass areas that are caused by lift equipment or damage to existing pavements and sidewalks.
8. Contractor shall provide a liability insurance policy in the amount of $1 million, listing the City as an additional insured and waiving subrogation.
9. Contractor shall submit a bid bond along with a performance bond.
10. Contractor shall self-perform work; no subcontracting to other companies.
11. Contractor shall provide a list of past projects of same size and scope.
